Is making an archival inkjet print something that can be done by a home based artist economically?

More specifically, would the equipment — processor, illustrator/paint software, scanner, printer, stylus pen to make 40″ X 40″ and smaller archival inkjet prints fall within approx. a $3000 startup budget? What about other costs such as archival inks, etc.? Can this type home based setup produce archival prints on 140 lb. rag and heavier paper? If anyone has had experience making these, would love to hear what all is involved including training needed up and above traditional painting/drawing in order to produce these prints.
